Before you frame: moisture assessment
The most expensive mistake in Calgary basement development is framing over a wet or intermittently wet foundation wall or slab. Calgary's clay soil — which expands when it absorbs snowmelt in spring — generates hydrostatic pressure against basement walls. This pressure drives moisture through the concrete in amounts that can be invisible until the wall cavities are sealed and mould begins growing.
The tape test: tape a sheet of plastic (60×60 cm) to the concrete slab and wall in potential problem areas. Seal all edges. Check after 72 hours:
- Moisture on top of plastic (room side): condensation from warm humid air hitting a cold surface — this is a ventilation issue, addressable with a dehumidifier during framing season
- Moisture under the plastic (concrete side): moisture moving through the concrete — requires waterproofing (interior membrane system or exterior excavation and waterproofing) before framing
If you discover moisture through the concrete, address it before framing. Framing over a wet foundation creates mould that invalidates the finishing work within 5 to 10 years and represents a health hazard.

The City of Calgary requires a development permit and building permit for any basement development project. Both are applied for through the City of Calgary's MyPermit online system. The typical process:
- Hire a drafter or architectural technologist to prepare basement development drawings (floor plan, section views, window egress dimensions, smoke detector locations) — cost: $800 to $2,000 in Calgary depending on complexity
- Submit the development permit and building permit applications online — fee: approximately $350 to $600 depending on project value
- Wait for approval — typically 10 to 30 business days for straightforward residential basement development
- Post the permit on-site and begin construction
- Schedule inspections at required hold points: framing, rough-in electrical and plumbing, insulation, and final
The permit and inspection requirement is not optional and is enforced at time of home resale. Many Calgary homeowners have discovered unpermitted basement developments when selling — the resolution is either exposing the walls for inspection (costly) or negotiating a price reduction with the buyer.
Egress window requirement for Calgary basement bedrooms
Alberta building code requires that any basement bedroom have an egress window — a window large enough to escape through in a fire. The minimum dimensions: 0.35 m² of unobstructed openable area, with no dimension less than 380mm. The window well must be large enough to allow egress. Most Calgary basement window wells require enlargement before a basement room can be legally called a bedroom. This window enlargement involves concrete cutting and is typically done by a concrete specialist — not a handyman.
